Marseille: an economy in deep transformation
France's second city, Marseille is experiencing an economic renaissance driven by massive public investment and sharply rising attractiveness.
€60 billion GDP, a port and a European-scale regeneration project
The Aix-Marseille-Provence metropolitan area generates a GDP of around €60 billion, making it France's second economic basin. The Grand Port Maritime de Marseille, France's largest port and the eighth in Europe, handles more than 80 million tonnes of goods a year and employs more than 40,000 people directly and indirectly. Euroméditerranée, the largest urban regeneration project in Western Europe with €7 billion of planned investment over 480 hectares, is profoundly transforming the north of the city: new offices, renovated housing, cultural venues and renewed economic appeal. This inflow of public investment creates structural rental demand in the adjacent districts.
1.8 million inhabitants in the metropolitan area, a university of 80,000 students
Marseille has 870,000 inhabitants within the city and nearly 1.8 million in the Aix-Marseille-Provence metropolitan area, making it France's second urban area. The population is young, with a large share of under-30s, fed by continuous domestic and international migration. Aix-Marseille University, created by the merger of the three historic universities in 2012, is the largest French-speaking university in the world with more than 80,000 students. This vast academic pool, combined with the grandes écoles present in the metropolitan area, generates permanent, structural rental demand for renovated small and medium-sized homes in the central arrondissements.
Paris in 3h20 by TGV, an airport, and a digital revival
Marseille is connected to Paris in 3h20 by TGV and to Lyon in under 2 hours, and its Marseille-Provence airport handles 10 million passengers a year with direct links to the main European cities. In recent years the city has seen the emergence of a technology ecosystem structured around French Tech Aix-Marseille, with companies in cybersecurity, artificial intelligence and maritime logistics. Investment funds are starting to favour Marseille for repositioning property deals, a sign that price convergence with the other French cities is only a matter of time.
Investing in Marseille: what the figures say
The cheapest of the large French cities, with a rental market under pressure and a vast stock of energy-inefficient homes to seize.
€3,100/m²: the steepest discount in France
Marseille averages €3,100/m², making it the cheapest large French city relative to its attractiveness. The comparison is striking: Paris reaches €9,500/m², Lyon €4,500/m², Nice €5,500/m², Bordeaux €4,200/m². Marseille therefore trades at a discount of 30 to 35% compared with markets of comparable dynamism. This undervaluation is the product of a historically unfavourable image that is gradually being corrected. Institutional investors are starting to favour the city, a sign that the entry window at current prices is closing. Our deals target the central arrondissements between €2,200 and €3,800/m² for properties to renovate.
Vacancy below 3%, yields of 7 to 8% achievable
The rental vacancy rate in Marseille remains below 3% in the central arrondissements, a sign of a structurally tight market despite the city's sometimes negative reputation. Demand comes from three complementary sources: students at Aix-Marseille University (80,000 students), young workers from the port and the Euroméditerranée companies, and visiting tourists who feed demand for short-term furnished rentals in the 1st and 2nd arrondissements. For a well-located, renovated furnished one-bedroom flat, observed gross yields range between 7% and 8%, placing Marseille among the best-performing markets in France for the mid-budget investor.
60% of the stock built before 1975: a mine of energy-rating opportunities
More than 60% of Marseille's housing stock was built before 1975, without thermal insulation. This translates into a massive concentration of homes rated F and G, now barred from new lettings. Landlords who cannot or do not wish to finance the works put these properties up for sale at discounts of 15 to 25% compared with equivalent renovated homes. Covesta buys these energy-inefficient homes, carries out a full renovation targeting a C rating, then operates the property as a furnished LMNP letting. The grants available under Euroméditerranée and the housing improvement programmes under way in several arrondissements partly finance these renovations, further improving the deal's profitability.
The Marseille thesis in one sentence
Buy at a third of Paris prices in a city undergoing an economic renaissance, renovate the energy-inefficient homes, and collect 7.6% gross while waiting for prices to converge with the other large cities.
